Territorial Arrangements and Sovereignty (1–8)

  1. De facto transfer of the Donetsk region to Russia.

  2. De facto transfer of the Luhansk region to Russia.

  3. Ukraine fully relinquishing all administrative and military claims over these two regions.

  4. Creation of a wide demilitarized buffer zone around Donbas.

  5. “Freezing” the current front line in Zaporizhzhia for “the coming years.”

  6. Freezing the line of control in the eastern part of Kherson.

  7. A possible “withdrawal and reassessment” mechanism in certain rural areas of Zaporizhzhia.

  8. Formal U.S. and Western recognition that Crimea belongs to Russia.


Ukraine’s Military and Security Structure (9–15)

  1. Reducing the Ukrainian army’s personnel by half.

  2. Ending Ukraine’s access to long-range missiles and heavy weapons systems.

  3. Prohibiting foreign military troops from being stationed on Ukrainian soil.

  4. Stopping the transfer of long-range Western weapons to the country.

  5. Shutting down foreign military training bases established in Ukraine.

  6. Limiting Western intelligence facilities inside Ukraine.

  7. Suspending NATO membership for “at least 5–7 years” (WSJ).


Political and Institutional Arrangements (16–20)

  1. Granting Russian the status of Ukraine’s second official language.

  2. Granting official status to the Ukrainian Orthodox Church and reducing state intervention.

  3. Establishing a technical commission for trade and energy cooperation with Russia.

  4. Removing clauses in Ukrainian domestic law that define Russia as an “occupying state.”

  5. Withdrawing cases related to Donbas and Crimea from international courts.


International Security and Guarantee Mechanisms (21–25)

  1. The U.S. providing Ukraine with a “rapid support” guarantee in case of an attack.

  2. But this guarantee would not include an obligation for direct military intervention.

  3. European countries creating a joint security fund for Ukraine.

  4. Automatic economic sanctions triggered if Russia violates the agreement.

  5. Monitoring demilitarized zones via satellites and international observers.


Economic and Reconstruction Measures (26–28)

  1. Including Qatar in the management of a Western reconstruction fund for post-war Ukraine.

  2. Russia paying limited compensation for war-related infrastructure damage, kept at a “low political cost.”

  3. Restructuring Ukraine’s debt relief program with a phased repayment plan until 2030.


Ukraine had previously received the draft plan from the United States.
