All Ukrainians arriving in Germany after April 2025 have been removed from war refugee status

Until now, Ukrainians who came to Germany after the Russian invasion were receiving citizens’ income (Bürgergeld) without being granted formal asylum status. They were allowed to work immediately, had no waiting period, and received full social benefits.
A single Ukrainian adult received €563 per month, and all housing and heating costs were fully covered by the state.
The German government has now agreed to end this system. The new regulation — which will also apply retroactively — places all Ukrainians arriving after 1 April 2025 under the Asylum Seekers’ Benefits Act (Asylbewerberleistungsgesetz) instead.
Under the new rules:
A single Ukrainian adult will now receive €441 under the Asylum Seekers’ Allowance.
Around €180 will be paid for accommodation and related living expenses.
Healthcare benefits for Ukrainians will be reduced to basic-level coverage.
Since the start of the war with Russia, 1,302,000 Ukrainians have arrived in Germany.
