Are Russian Agents Carrying Out Assassinations in Germany?

Since the beginning of the war in Ukraine, German security agencies have repeatedly accused Russia of carrying out hybrid attacks in Germany. In recent months, they have issued a series of warnings that Russian intelligence services may be planning assassinations targeting defense industry executives and Russian dissidents in the country.
According to German media reports, security authorities believe a weapons cache discovered in a forest belonged to Russian agents and was intended for use in planned assassinations and attacks in Germany.
📍 In October 2025, Germany’s domestic intelligence agency, the Federal Office for the Protection of the Constitution (BfV), received intelligence indicating that Russian agents had established a secret weapons cache in a wooded area near Berlin’s border with Brandenburg.
📍 After following concrete leads and locating the hidden cache containing weapons and ammunition, German intelligence officers immediately alerted the police. Security forces examined the weapons and rendered them harmless. They then fitted them with GPS tracking devices and returned them to the cache in an attempt to identify who owned them and who was intended to use them. The area was placed under technical surveillance, but no one returned to the cache. Authorities indicated that those responsible may have witnessed or learned about the security operation.
📍 In autumn 2025, a person linked to the weapons was arrested in Romania. According to German security authorities, the individual is highly likely to have personally established the secret weapons cache.
📍 German authorities believe the weapons were hidden for kinetic operations, including assassinations and attacks to be carried out by Russian agents on German soil on orders from Moscow.
German Interior Minister Alexander Dobrindt, who has said Germany remains vigilant against Russia, stated that the secret weapons cache discovered by intelligence services approximately a year ago demonstrates the scale of the threat facing Germany.
“These weapons and ammunition were undoubtedly intended to be used to carry out planned attacks.”
However, the minister did not provide details on who was allegedly intended to be targeted in the planned attacks.
