Tensions are rising in Europe: Russia has rejected Europe’s plan to provide security guarantees by deploying military forces to Ukraine. More than just rejecting it, Putin played the war card, declaring, “Western troops would be legitimate targets for Moscow.”

At a summit in Paris, 26 countries—whose names have not been fully disclosed—decided to deploy a security force to Ukraine if the war ends with a ceasefire or peace agreement.

The initiative, called the “Coalition of Volunteers,” is largely composed of European countries. Its goal is to prevent Russia from launching another attack on Ukraine.

Putin, however, responded with a threatening statement during his speech at the economic forum in Vladivostok:

“Especially now, during the conflict, if certain troops are sent there, we will proceed on the assumption that they will be legitimate targets.”

Whether Russia’s war warning will deter Europe from acting on its intention to protect Ukraine remains to be seen.
