Berlin Is Preparing Its Hospitals for a Possible War

The Berlin Senate has drawn up a new civil defense plan covering the capital’s hospitals in response to the changing security conditions following Russia’s attack on Ukraine, including potential scenarios such as military strikes, armed conflict, and infrastructure collapse.


Developed over two years under the title “Civil Defense Hospitals,” the plan was carried out in cooperation with 12 hospitals in Berlin and one military hospital. Details remain classified, but the focus is on how hospital services, supply chains, and evacuation procedures would operate during a crisis.


A document prepared by the German government states, “The war that began in 2022 has fundamentally changed Germany’s threat situation.”


According to the plan, worst-case scenarios include the collapse of the healthcare system, patient surges, and shortages of resources, which could lead to the evacuation of Berlin.
