Trump Administration Labels Europe a “Declining Civilization”

The Trump administration has released a new National Security Strategy outlining Washington’s global posture — and its language on Europe is already fueling controversy.
The document characterizes Europe as “a continent in decline,” warning that European nations face the risk of having their “civilizations erased” due to migration. It further recommends fostering “internal resistance” within European countries against what it describes as the continent’s current trajectory.
Framed around President Donald Trump’s “America First” doctrine, the strategy portrays him as a “peace president” who rejects interventionism while redefining the U.S. role in the international order. Yet the text also levels sharp accusations at European governments, claiming they are “undermining democratic processes.”
The strategy condemns supranational and multilateral institutions, including the European Union, arguing that such bodies “erode political freedom and national sovereignty.”
It also issues a stark warning about what it calls a new “civilizational crisis” in Europe, attributing it to migration policies that—according to the document—have transformed the continent and fueled social tensions, restricted free expression, suppressed political opposition, lowered birth rates, and weakened national identity and confidence.
These themes reflect long-standing views within Trump’s political circle and ideological supporters. However, the unusually blunt tone is expected to unsettle European governments.
