The conference brings together 65 European and international heads of state and government, along with 450 representatives from academia, politics, and the defense industry.

German Chancellor Friedrich Merz stressed in his opening address that the world is no longer the same.

“The world order as we knew it no longer exists. The international order based on rights and rules is on the brink of collapse. I must state clearly that even in its flawed form, that order no longer exists today.”

Pointing to the need for Europe to reposition itself within the changing global balance of power, Merz said:

“We will open new doors, seize new opportunities, and if we do this the right way, we will emerge from this test even stronger. We say no to hegemonic ambitions.”

“Europe needs new commercial and political partners. Turkey, Canada, Japan, India, Brazil, South Africa, and the Gulf countries will play a key role in this regard. We want to work more closely with these countries based on mutual respect and a long-term perspective.”

French President Emmanuel Macron said that a stronger Europe would be better for its allies, including the United States.

Stating that Europe must become a geopolitical power in the face of the Russian threat, Macron called on European countries to protect their “sovereignty and democracies.” He underlined his vision of an independent Europe in critical minerals, armaments, and technology.
