Do European citizens trust their own governments more than the EU?

A new survey of 27,000 people across the bloc reveals significant differences in trust levels toward local, national, and EU institutions.


Eurofound asked participants in its electronic survey, Living and Working in the EU, to rate their trust in each type of institution on a scale of 1 to 10, with 10 representing full trust. On average, however, none of the institutions across the EU managed to surpass the 6-point threshold.


  • Hungary showed the highest trust in the EU.

  • France and Greece exhibited the lowest levels of trust.


Danes, Luxembourgers, and Austrians expressed the greatest appreciation for their local representatives, giving scores above 6 in each country.


The countries with the highest trust in the EU were Denmark, Malta, and Hungary (5.9), while the lowest levels were recorded in France and Greece (3.7).
